    Improving Labor Inspections Systems: Design Options

    [Excerpt] The following paper identifies experimental designs for the evaluation of labor inspection systems in Latin America. It includes six principal sections. Section 1 discusses the main differences between the “Latin model” (Piore and Schrank 2008) of labor inspection and the more familiar approach adopted by enforcement agencies like OSHA and the Wage and Hour Division in the US. Section 2 discusses theories of regulatory noncompliance and develops a logic model that links enforcement strategies to compliance outcomes in the region. Section 3 discusses some of the strategies that are available to Latin American labor inspectors and sets the stage for a discussion of their assignment to experimental subjects. Section 4 identifies five possible subjects of experimentation (e.g., inspectors, firms, jurisdictions) and discusses their respective receptivity to both random assignment and counterfactual analysis (e.g., data needs, estimation procedures, etc.). Section 5 addresses practical considerations involved in the design and conduct of experiments on inspection systems—including their utility, ethics, and viability—and introduces a checklist designed to facilitate their assessment. And Section 6 describes three potential experiments—labeled “professionals v. partisans,” “risk-based targeting v. randomized inspection,” and “carrots v. sticks” respectively—and discusses their principal goals and limitations in light of the checklist

    In 2016, USAID's Center of Excellence on Democracy, Human Rights, and Governance launched its Learning Agenda—a set of research questions designed to address the issues that confront staff in USAID field offices working on the intersection of development and democracy, human rights, and governance. This literature review—produced by a team of sociologists and political scientists—synthesizes scholarship from diverse research traditions on the following Learning Agenda question:How and when does grassroots reform scale up? When citizen participation has led to local reforms in a particular sector (e.g., health), what processes lead to these reforms' influencing the regional or national levels of that sector (e.g., citizen groups monitoring medicine supplies in local clinics leads eventually to pharmaceutical procurement reform in the Ministry of Health)?The report itself is divided into four principal sections:Section 1 outlines the context for the report by discussing the importance of grassroots reform, defining key terms, and describing its methodology.Section 2 documents the experiences of different regions with an eye toward intra-regional comparisons.Section 3 distills two types of lessons from the regional experiences: relatively abstract lessons of broad relevance and relatively precise lessons of less general relevance.Section 4 discusses the translation of the authors' findings into actionable lessons and concludes by discussing the limits to their knowledge base, pending research questions, and methodological impediments to their resolution

    Ciguatera Fish Poisoning: Treatment, Prevention and Management

    Ciguatera Fish Poisoning (CFP) is the most frequently reported seafood-toxin illness in the world, and it causes substantial physical and functional impact. It produces a myriad of gastrointestinal, neurologic and/or cardiovascular symptoms which last days to weeks, or even months. Although there are reports of symptom amelioration with some interventions (e.g. IV mannitol), the appropriate treatment for CFP remains unclear to many physicians. We review the literature on the treatments for CFP, including randomized controlled studies and anecdotal reports. The article is intended to clarify treatment options, and provide information about management and prevention of CFP, for emergency room physicians, poison control information providers, other health care providers, and patients

    Microstructural characterization of natural fractures and faults in the Opalinus Clay: insights from a deep drilling campaign across central northern Switzerland

    Abstract The Middle-Jurassic Opalinus Clay is the foreseen host rock for radioactive waste disposal in central northern Switzerland. An extensive drilling campaign aiming to characterize the argillaceous formation resulted in a comprehensive drill core data set. The rheologically weak Opalinus Clay is only mildly deformed compared to the over- and underlying rock units but shows a variety of natural fractures. While these structures are hydraulically indistinguishable from macroscopically non-deformed Opalinus Clay today, their analysis allows for a better understanding of the deformation behaviour in the geological past. Here, we present an overview of the different fracture and fault types recorded in the Opalinus Clay and a detailed microstructural characterization of veins—natural dilational fractures healed by secondary calcite and celestite mineralizations. Macroscopic drill core analysis revealed five different natural fracture types that encompass tension gashes of various orientations with respect to bedding and small-scale faults with displacements typically not exceeding the drill core diameter. The occurrence of different fault types generally fits well with the local tectonic setting of the different drilling sites and with respect to the neighbouring regional fault zones. The microstructural investigations of the various vein types revealed their often polyphase character. Fibrous bedding-parallel veins of presumable early age were found to be overprinted by secondary slickenfibres. The polyphase nature of fibrous bedding parallel veins and slickenfibres is supported by differing elemental compositions, pointing towards repeated fracturing and mineralization events. Direct dating of vein calcites with U–Pb was unsuccessful. Nevertheless, age constraints can be inferred from structural orientations and fault slip kinematics. Accordingly, some of the veins already formed during sediment compaction in Mesozoic times, others possibly relate to Early Cenozoic foreland uplift. The youngest veins are most likely related to Late Cenozoic regional tectonic events, such as the Jura fold-and-thrust belt to the south and the Hegau-Lake Constance Graben to the northeast of the study area. During these latest tectonic events, previously formed veins acted as rheologically stiff discontinuities in the otherwise comparably weak Opalinus Clay along which deformation of the rock formation was re-localized

    Revisions of the afrotropical genera of argidae and species of Pampsilota konow, 1899 (Hymenoptera, Tenthredinoidea)

    Open Access JournalThe Afrotropical fauna contains five genera of Argidae. These are keyed. New subjective synonyms, followed by the valid name in brackets, are Calarge Enslin, 1911 [Arge Schrank, 1802], Calarge africana Enslin, 1911 [Arge congrua Konow, 1907], Clyparge Pasteels, 1963 [Scobina Lepeletier & Serville, 1828], Clyparge terminalis Pasteels, 1963 [Scobina poecila (Klug, 1834)], and Sterictophora [sic] afra Pasteels, 1963 [Sphacophilus afer comb. n., species inquirenda near S. monjarasi Smith & Morales-Reyes, 2015]. The type material of both C. terminalis and S. afra was probably collected in the New World, but labelled with the wrong locality “Kamerun”. An introduction of both species to Africa, not followed by long-term establishment, seems less likely. The removal of these taxa from the faunal list of the region is recommended. The nine known Afrotropical species of Pampsilota are revised, and an illustrated dichotomous identification key presented, with distribution maps for all species. Four species are here described as new to science: P. dahomeyanus Goergen, Koch & Liston, sp. n., P. nigeriae Liston & Koch, sp. n., P. tsavoensis Liston & Koch, sp. n., and P. zebra Liston & Koch, sp. n. Lectotypes are designated for Pampsilota afer Konow, 1899, and Cipdele africana Mocsáry, 1909. The immature stages and host plant of only one species are known: P. dahomeyanus on Lannea nigritana (Anacardiaceae). Its larval morphology strongly resembles that of European and North American species of Arge. We provisionally retain Pampsilota as a valid genus, although it could justifiably be treated as comprising merely a species group, or groups, within Arge

    Municipal Neoliberalism and Municipal Socialism: Urban Political Economy in Latin America

    Prepared for delivery at the 2006 Annual Meeting of the American Political Science Association, August 30th - September 3, 2006.Identifies two different urban policy regimes in Latin America—neoliberal and socialist—and traces their origins to the distinct interests and capacities of local elites and activists in the region’s cities in the mid-to-late twentieth century. While agricultural and commercial interests paid a high price for the growth of import-substituting industrialization, and therefore deployed free trade zones (and similar institutions) in traditional export centers in the 1960s and 1970s, their industrial rivals bore the brunt of austerity and adjustment in the free market era, and therefore adopted compensatory measures designed to increase the “social wage” in the 1980s and 1990s. Examples are drawn from municipalities in Brazil, the Dominican Republic, Mexico, Uruguay, and Venezuela and call the conventional portrait of impotent Latin American cities—and omnipotent central governments—into question
